Abstract

Before the implementation of the Unified Health System (SUS), access to health
services had only to those who could pay and who had assistance provided by the
National Social Security Institute, excluding the needy citizens and the self-employed.
The first sanitary movements that changed this paradigm occurred among other
municipalities in Montes Claros, Minas Geraiswhich was pilot implementation of
alternative models of health care contributing to the unification of the Ministry of
Health and INAMPS and the consequent creation of the SUS.
